This work by Hasan Kafi Pruščak belongs to the Ottoman advice literature and the first version in Arabic was written in 1596. One year later the text was translated into Ottoman and submitted to Sultan Mehmed III. The author emphasizes that the traditional political and social order (“Near Eastern Theory of State”) is the most important basis for the stability and welfare of the Ottoman Empire. He underlines his arguments by referring to the situation in parts of the Ottoman province of Bosnia in 1592/1593. He accused the governor Hasan Pasha Predojević that craftsmen and other people were recruited illegally and forcibly.
